What about the other way around? Sure it probably doesn't happen as often (especially in India) but as strange a rule as it is, it's even worse if it's one way.

knowing a friend who goes to india 1 every 3 years and was born there, He says india has so many rules, but rarely anything is enforced. and if they do all you have to do is pay them off.

Very true.

My cousins there have been driving since they were like 12.

Its such a big country that is corrupt at so many levels, it is hard to enforce any rules.
