OK GMs....this area seems to be something you are forgetting about...well a few of you.
IF you have an RFA they CANNOT play on your team. They cannot be activated to your game roster. IF we see an RFA on your game roster (AHL or CPHL or ECHL) you will get one warning and we may decide to nulify that games result if positive for you.
We may in fact decide to put all RFAs, not on holdout or released by the end of October, a UFA without your permission.
Deal with your rosters or if you dont have the time...quit and we will find someone who will.
We may simply move your players to holdout status ourselves immediately...dont be surprised if it happens.
Restricted Free Agents
All players entering into RFA status, (below age 29 and expired contract), will have their contract renegotiated with the player agent assigned to him. If a stalemate is reached in negotiations, either the GM or the Agent can place the player as an RFA Holdout. The MAX length any player can stay on as a Holdout is 2 months from inception to completion. IF no agreement is reached with the player after the 2 month (60 day) period, the player is sent to Arbitration. A group of 2 Commissioners and a player agent not involved in the negotiations will take all the info and make a decision for that player. The decision can be for or against either party, or somewhere in between. Players on the Holdout list do NOT count against the Salary Cap. IF a player is sent to Arbitration BOTH the GM and the Agent will be charged a $500,000 fee for processing by the league.
Additionally a Holdout fee will be charged to BOTH the GM and the Agent for each week the player remains unsigned. $100,000 per week will be levied against both parties for the 1st Month and $150,000 per week will be levied for each week in Month two. This could mean that IF a player goes to Arbitration both Agent and GM "could lose $1,000,000 PLUS the Arbitration fee. It is in the best interest to sign the player.
The GM and Agent will be refunded 50% of levies if the player is resigned in the 1st month and 25% of all levies if the second month. If it goes to Arbitration no refunds will be provided.
