Default Calgary Police "Observer"

I was walking around downtown today and noticed one cop being accompanied by two people wearing official looking "Observer" vests. One was even taking notes on the situation (not sure what exactly was happening but the cop was talking to someone, looked like something minor possibly alcohol related). Are these paid positions, are they affiliated with CPS and what exactly are they observing?

I saw the same thing at a speed trap in Ramsay. A quick Google search brings up:

.@nat_hollandd an observer would be a civilian who would be on a ride-along.

It's not in this case though. They are recruits in training doing shadowing and note taking, etc. You can tell them from the civvies by the boots, and the radio. Part of their training process!

Observers can also be civilians on ridealongs. I got to wear one of those jackets when I was out with a unit.

Of course they can be. But we are talking about the ones observed by the OP, doing police duties while in observer jackets, the current class is out with the street crews.
