My next door neighbors are having (many) difficulties with their neighbors on the other side, including all of their cats. They have probably half a dozen (or more) cats they just let roam free outside.
As with most outdoor cats, they cause a nuisance using flower beds and vegetable gardens as litterboxes, spraying, etc. To compound the problem, our neighbors are terrified of cats.
They have talked to their neighbors about this issue many times with absolutely no compromise coming from the other side. They continue to let their cats roam free.
Animal services has been called, but won't come out and do anything as they have multiple cat licenses listed for the house.
What can be done about this nasty little cat problem? To make matters worse, this fued is now spilling over into other areas including the cat owners blocking our neighbors in by parking behind their car and not moving (cul-de-sac) and other things. This is about to turn into an all out war.

Mix bloodmeal with your top soil.

I believe bloodmeal is not a good deterrent for cats (as they are carnivores - hence, they may think all that blood is rather yummy) but is more often used to deter rabbits and deer. I'm sure someone will correct me if I'm wrong.

Tell the neighbour that you've had a skunk sniffing around your yard, and that you'll be trying to trap it, and that for the cat's own safetly it'd be best to keep them inside untill the skunk situation is resolved. Then on a weekly basis, make sure you offhandedly mention how persistent and clerver thos skunks are....but you're feeling lucky this week, and you're sure it'll all be over soon.
