Unless people are willing to divulge information about their personal liquid assets, this information may be hard to come by. Im sure Forbes Magazine has some sort of a list that they compile, so that might be worth checking out.

I'd put money down that it would be the head of the Saudi Royal Family

I thought I heard that the owner of IKEA took over Billy Gates in some type of list. Not 100% sure which list.

Yea, I heard that too. I think that Sam Walton/The Walton Family outrank him as well (or at one point did/were very close).
What about the Sultan of Brunai? It said he's the richest in the Guiness Book a while back. Not sure if that's true

A story on this from earlier in the year gives it to the founder of IKEA . . . . . but that was quickly disputed. Bill Gates might still be the guy.

However, if you ask me, its probably someone you've never heard of involved in nefarious activities.

While I do believe it's the Sultan, since he has the benefit of an entire oil industry in his back pocket, one guy that gets overlooked is Ingavar Kamprad the founder of Ikea, the #1 furniture retailer in the world. Keep in mind that the colossus that is IKEA is private..
He's actually richer than Billy boy.
Thanks to the Allan Wrench
EDIT -Doh- Cow beat me.

Last I heard the top three were
1. Sam Walton (owner of Walmart)
2. Bill Gates (owner of Microsoft)
3. Saulton of Brunei (ummm Saulton of Brunei, the King of an oil producing country)
But it's been a while since I've heard any stats on this

I think it would be Sam Walton, but he died and his fortune was split among his family

If we're talking about straight cash and not companies, I'd venture a guess that the person with the most cash stowed away in some building would be a drug dealer.
And there really is no way to get these numbers because a percentage of the wealthiest people in the world have the status by illegitimate means.
