Push her down a flight of stairs so she earns the parking privileges.

Nothing. Sounds like all "legal" avenues have been attempted.

Last time I had a parking issue where the person was pushing the law I placed a copy of the Parking PDF rules under their wiper.
There has to be something about using a handicapped space when not really handicapped.

The problem I see is once a "doctor" has signed off saying someone requires the handicap sticker it is pretty hard to question it. I really dont think it is hard to fool a doctor in writting these notes.
It also becomes touchy when one starts to make allegations that they are not handicapped. I think people in the office have been afraid to push the issue because she could easly make a complaint saying they are discriminating against her because of a disability.
If only the public knew what she was doing it would end immediately.

It would have to be for more than knee surgery. Short-term disability parking permits are for one year maximum.
She likely has other medical issues. Maybe you should just mind your own business.

Secretly video tape her getting out of her car and walking with no sign of a disability into the office.
Then send the tape to a local tv new station with a letter about how some people abuse the handicap parking system.

Or blow her car up, either way you can't go wrong.

Look, as a Federal employee, someone who is disabled has been entiled to 100% coverage of any paid parking to accommodate the disability. If she has mobility issues there are avenues to take.
She should not be taking handicap parking stalls that are designed for the general public to use for short periods of time as her own personal parking stall.
I have seen people in wheel chairs driver around the building 4-5 times thinking that the car will move because they think the person is just using the service in the building.

I have thought of this and I am really tempted to do it. The problem is as someone who works in the same building if my name was ever released than I KNOW she would make a formal compaint and even possibly take it to the HRC.

Also, this mentality has been why she has been able to get away with this fraudulent activity so far.

furthermore, knees are incredibly difficult to heal completely. my mom had knee surgery 1.5 yrs ago and still struggles with it.
if a doctor signed off on it (and didn't do the short term thing) then leave her be.
"from what you can tell" - are you a trained expert?
or bring it up with management that there aren't enough free handicapped spots

So you don't work in the same agency as her?
The only thing I'd say is tell her superior. But that probably is too much. And Is it really that big of a deal in the grand scheme of things? She's not taking a spot away from you....

Like I said before, there is a process in place to accommodate these people if they are indead in need of accomidation. I am quite confident that a Health Canada doctor would not qualify her as in need of accomidation.
Like I said, she works in the same office as me. She can run and she can wear 3 inch heals. Hell she probably has better knees than me. I do a lot of horse riding and let me tell you my knees are not near as good as most people.

Thats right she is not taking away anything from me, she is taking away a spot for people who trully need it. It may not be a big deal for you or I but it is a big deal for someone who has NO mobility and needs to come to the government building to get service.

a health canada doctor already did sign off on it....
again, it seems to me the problem is the building doesn't have enough free handicapped parking. maybe you should talk to somebody about that and leave this girl alone.
if you don't have an axe to grind then that should be satisfactory...?

I know people who have handicapped spots even though they don't look like they have an apparent handicap, but they have conditions that are not so apparent.
They have chronic pain, they have breathing issues, or other ailments.
Really, you can get whoever controls the parking at the building to look into it, but that's the extent of it.
