Not only that but my heated washer system seems to work fine. Am I risking an insurance issue by not getting it fixed and having it short out down the road? Overall, seems like a lazy way of "fixing" a safety issue.

The company that manufactured the part in question for GM no longer exists. So, rather than paying another company to re-tool in order to make a discontinued part to fix this problem, they will disable it and pay you a $100 for your trouble.....seems pretty fair to me.
I would think that there may be liability issues if you knowingly refused to apply a mandatory safety recall....Besides, next time you take it in to a GM garage, they will do the recall regardless (if its a safety recall). Why would you want to risk an underhood fire by not doing it?
