Me toooo!
I have been shocked how hard it has been to get any sort of deal.
I have been with Rogers for years and years and am off contract. I bought a blackberry and went into the store to add data and they wanted me on a 3 year contract (on just the data) -- non-negotiable. I am like, what do I get for being on a 3 year deal? NOTHING.
And then instead they reduced my text plan cost. So I went in to the store (two different stores) trying to pay more to get more, and instead I got more for less, just not what I wanted to get.... yeish.
So then I went to Bell and basically said I would take any good deal that didn't involve a contract and they essentially told me that all of their plans are on contract. (Or at least offer no savings off of contract).
Call me crazy, but that 'free phone' on a 3 year contract is not free, it is covered by the 3 year plan. So if you don't want the 'free phone' why should you pay the same per month that the person who does want the 'free phone' does?
Claeren.

I don't really care too much about getting a free phone (saving about $150). I'd rather sign a contract with a decent plan where I can save more in the long-term.

Your best bet is probably to take someone who has a pretty good plan off their hands. I did that for my sister and she has a wicked sweet plan for only like $30 bucks. They don't budge at all for anything less than 3 years and even that they don't give you much. Usually if you're a customer and want to leave is when you have bargaining powers

Claeren.... you're problem is that you keep going to the stores. They are independent and don't have access to the variety of better deals out there.
To truly get a deal on a rogers contract, speak with Retentions via the toll free number. Rogers is probably one of the easiest companies to get a deal with by threatening to leave.

Ya if you're contract is bout to expire, talk to Rogers retention people. They will set you up. Don't try to get all at once. You gotta get it all in couple of re-newels.
I've managed to get a solid deal out of them.

A few years ago, I read a thread on RedFlagDeals.ca (I think) about retention plans that people were getting. One post suggested phoning up and comparing your plan to a "friends". I found a decent plan that someone was bragging about in a post from the site. I called Retensions and asked why I wasn't getting the deal my buddy was. The call went back and forth for about 15 minutes. Finally the CSR caved in, giving me the sweet deal, but cautioning me that I was a special case, as they didn't offer that deal anymore.
I looked back on the post months later to show someone how also to get good deals. It was then that I realized the post (and good plan) were from 2002 or something...I was negotiating with a 5 year old plan that one of my "friends" had, lol.
BTW the $10 free incoming calls option is where it's at, IMO.

Been plan-less for a number of months now through Virgin and I couldn't be happier to have escaped the death clutches of Rogers and Telus and their blasted contracts.

Eventually, I'll be playing wind and virgin off of Rogers if it's true they don't have the Bullspit SAF.
