What is the difference between a file like this and a disk that's particular to a specific model of a pc or laptop?
Do the specific model cd's (EX - HP DV6200 Recovery CD) have those models drivers built into them?
If I use a general Windows 7 recovery dvd, will I have to download drivers afterwards?
Any help to distinguish the difference would be appreciated.

A Windows Recovery CD/DVD will only contain the tools required to recover your system or do system tasks from a command line. You cannot re-install the OS with the image so hardware drivers would not be included.
The CD/DVD you get with your laptop/computer will recover your computer to the state it was in right before they shipped it to you or the reseller. It'll have all the drivers and any manufacturer specific software they included (i.e. demo versions of anti-virus software).
The Windows 7 installation media can be used as a recovery CD/DVD as well. I'm not sure if manufacturer recovery CD/DVD offer the same features. I'm assuming they don't.
If you need to backup and files or folders, or restore from a previous system restore point you should use the Windows 7 Recovery CD/DVD. If this is a new computer or you don't care about the information on the drive you should just go ahead and use the manufacturers recovery CD/DVD as that will get you up and running the quickest.
