Microsoft in it's infinite wisdom decided to make the shortcut to change the keyboard language settings CTRL+SHIFT.
If you're using Vista and you're getting that stupid E character in place of punctuation, just hit CTRL+SHIFT twice.
You can also follow the advice above to disable the switching entirely.
This happens because your region is set to Canada which by default comes with both the British English and French Canadian keyboard mappings.
