Hmmm the Panthers Ice Dancers lower their bikinis all the time (well, 3 that I know of).
We had a topless donut shop here. And no it wasn't the donuts that were topless.

I imagine the ones complaining would be the neighbourhood watchdog types. The video report says that there are homeowners in the area complaining about it.
Anyways, it's really hard to believe such an establishment would end up with these kinds of activities occurring. I mean, these women did sign pieces of paper saying they wouldn't do anything other serve coffee and they would wear appropriate work attire like pasties if necessary. I find it hard to believe they would break that agreement for extra cash and male attention.
