Tells the dispatch where he is and what he is wearing...and that he needs to rob the bank so he can go to prison because he is mentally unstable.

Brilliant.

Reminds me of an episode of Law & Order, where this guy turns himself in to prevent him from commiting a crime. In the end, the cops couldn't help him (ie lock him up or get therapy or meds) because he didn't actually commit the crime yet. Sadly it seems it's quicker to get help if you commit a crime instead of going through the usual channels.

Ever since the Reagan era when Canada and the USA pretty much shut down their mental asylums, people like this are walking our streets with little chance for help other than self medication or prison, creating an explosion of homeless and desperate people.
