Default Invisible children/ Arms sales and International intervention question

Just finished watching Invisible Children on Google.

Who regulates international arms sales and how the hell are they getting through so that they can be wrapped around a child's neck so they can be forced to fight for this?

Also ... what's the point of wasting a load of money on an international criminal court if no-one is capable of serving a warrant for an arrest. Why can't they have their own international 'retrieval system'. e.g. You've been found guilty, we're now going to send in the bounty hunters for you.

My main question is how the hell do weapons get bought, resold, get through customs, driven across a landmass without being intercepted and finish up in in the hands of orginisations like the above? Do they grind the serial numbers off and that's it.
