This may be a weird question, but have you ever considered 2 levels of divisions with promotion and relegation? or is that to much of a soccer influence? Sort of like 30 teams in the NHL, 10 in the lower division(AHL).. 2 promoted every year, and worst from each conference relegated to the 10 team league.

You're probably right. It would water it down too much unless a second division was like 5 teams only.
