I'm an immigration lawyer and know that we are still bringing foreign workers into the country. In order to bring in a foreign worker, we have to demonstrate that there is not a Canadian available to do the work. The employer also has to pay at least the average wage for the industry.
The way to show that there are no Canadians available to do the work is to prove that you have advertised for the position. For all the trade positions, the employer MUST advertise on
www.jobbank.gc.ca. I know that the overwhelming majority of my clients would prefer to hire locally because of the language issues and not to mention the huge expense of bringing in foreign labour.
(Note: If you hear someone complain about "all the foreigners taking all the jobs" because the employer is paying them less, you can tell them to shove it. For a labourer, not only does the employer have to prove they are paying at least the going wage, if not more, they also have to pay for flights to and from Canada to the home country for the labourer. It ends up costing the employer thousands to bring the foreign labour in. If there were local people willing to do the work, they would hire them)
