Not entirely enthusiastic about this. Actors don't make movies good, scripts and characters do.
I don't see either character really fitting in with the new Batman universe.
I would like to see them recast Joker and build on the still developing storyline from the second movie.

How is this even possible?
1. Nolan hasn't even signed on to direct a third movie last I knew
2. If that's the case there's no story
3. If there's no story then there's no characters
4. If there's no characters then this isn't true
Maybe this is what they'd like to happen - or what they hope to happen - or what Michael Caine thinks. I just don't think it's true.

I have heard the rumour about Hoffman as penguin before. Can't remember where though.
I just watched Charlie Wilsons War and he was fantastic in it.

I have heard about Depp as Riddler. I'd love to see another, and both those actors could do what Heath did for the Joker to the two characters mentioned.
Sounds like Batman is in the same boat as Spiderman. If one cog is out, the franchise is done.
If true though, I would hate to see them double up again. Two Face could have had his own movie, but it was handled well regardless. But Riddler could have his own, and so could the Penguin.

I'd hate for their to be two villians just to have two villians. It's worked very well: Penguin/catwomen, twoface/joker, but its also been abysmal when the two villians have no real link between them: Venom/Sandman, Mr Freeze/Poison Ivy.
I would not like to see Johnny Depp in any capacity in these movies, I think, due to his massive frame, that he can no longer get 'lost' within a character like he did in 'fear and loathing' or 'Pirates' (even though I think Jack and Raoul were nearly identical characters).
I even recall that the director said he would not use the penguin, he thinks that the pengiun is too bizarre a character to make sense in the world he's built. His first two movies have created an excellent mythology, where he can convince the audience that 'cell-phone sonar' and 'stomach bombs' make perfect sense, and I think the penguin and mr. Depp are 'against the grain' of what he's trying to accomplish. These movies do not need star power to be great and I'd hate to see a gong show of high profile actors playing the villians in future batman movies.

This is Michael Caine talking to a Warner Bros. suit casually about how to top Heath Ledger and the suit just mentioned they could do Depp + Hoffman.
This is just an actor and a executive chatting.
Finally, Nolan has not said the Pengiun was far too bizarre, simply boring I believe. The character in the comics is not the Penguin you've seen in the TV series and movies. He's just a short, bald mob boss and arms dealer...Incidentally for several years now in the Batman comics, the Riddler and the Penguin are both "legitimate" for the good side of the law. Riddler has his own detective agency and Penguin gives Batman info about the underworld.

Personally, I think that David Hyde Pierce would be almost perfect as the Riddler. Plus it would be nice to see him in something again.

Personally, I'd rather they tie it back to Batman Begins to complete the circle of the trilogy. Have Talia Al Ghul in it...and Catwoman. With minimal clothing.

Depp would play the perfect Riddler. This is the perfect time for the Penguin to come in as well, they have done a good job of mentioning all of the gangs and in comes Cobblepot to unite them. More like take over and kill any who oppose, but unite regardless. Riddler is the loose cannon who keeps the viewers on their seat while the Penguin develops story.
I can't see any reason why they wouldn't do a 3rd. They have a small cast to round up, four main characters really with Caine, Oldman, Freeman and Bale. It isn't like Maroni or Ramirez couldn't be replaced if they want to keep developing those characters. The cast does get a bit more All-Star like with Depp in the mix, but the best part about a Batman movie is that you don't have to bring back the same villians every time, infact people crave new ones. So signing a blue chip like Depp isn't a big deal for a second movie because if the contracts get out of hand, which I am not sure they can on a $500 mill gross, you just go elsewhere. Basically with Batman there is zero chance it goes the X-Men road of playing to the contracts.

I think Depp would make a better joker than riddler.
Ledger did an amazing job as the joker. I think Depp would be able to keep the character going.

I think Two-Face should have a roll in the new one as the new head of the mob and then work in any of the mob related Villians and there are lots to choose from. The underlying conflict in the first two has been the battle for the control of Gothem from the mob. This sets up really good themes to build the villians around so I hope they continue it.
Dexter is a fantastic show and he would make a great riddler
