I have the NY Times article right here. This car wouldn't pass any western safety or emission standards.

It features:
- a 35HP (max) engine
- no radio, power steering, power windows, or AC
- an instrumental panel that displays only speed, fuel, and an odometer
- one windshield wiper
- wheel bearings that are rated for 70 kph
- headlights that don't adjust to the car's load
- a 'continuous variable' transmission instead of a manual or automatic
- a trunk that can hold a briefcase

That's actually quite an amazing cost for what you get. You would be very hard pressed to manufacture something that cheap these days. Back in school, my roommate was on a team in a SAE competition which was focused on cheap functional vehicles for 3rd world countries. The vehicle they won with wouldn't even touch this car and probably cost more anyways.
