Weeeell...... not really sure how to answer this, because though I'm er.... Scandinavian.... I don't really remember how things went down when I was that little.
But he shouldn't have to pull it back to go pee. In fact, you really shouldn't pull it back at all for the first few years. Is the pee coming out? If it is, I'd assume everything's normal. If not, I doubt it's the foreskin--something else might be afoot--like maybe he's just holding it?

Don't do research in the bathroom unless you want to go home with a nice shiner. Yes, the skin has to be pulled back when he pees, when he's older. And the hood shouldn't be affecting the flow. You might want to help the little guy ummm, unravel when he balloons up. You should phone the health link to get better advice.

No idea about the "ballooning," but as for the pull the 'skin back at any time I'd say no. I still have nightmares of my mother approaching me washcloth in hand after baths to drag back the 'skin to give it a good scrub.
The skin will pull back on its own in good time.

In newborns, the skin of the foreskin is inseparable from the skin covering the glans at the end of the penis. It almost always loosens by itself by about 4 yrs-old and there is absolutely no need to interfere in this natural process.

You can pull it back a little bit, too make sure that the stream isn't affected, and just don't pull it all the way back. I can't speak to the "ballooning" though...I think that is called an erection!!?

Also issues with pulling it back to late
I had the surgery done 17 months ago. NOT FUN! It's definitely not something you want to mess up, the learning/using/etc. haha

Hmmm... I would say pull back the foreskin. Not to the point where you're fighting with flesh, but so that the stream comes straight from the tip instead of pooling in the extra skin. Just my two cents.
