I thought Calgary was an extremely volunteer-heavy city. What happened?

Taken from
www.thecalgaryfoundation.org:
"Rate of volunteeRisM c
In 2004, 44.6% of Calgarians aged 15 and older
volunteered their time compared to 46% in 2000.
This rate was also slightly below the provincial rate
of 47.7% and the national volunteer rate of 45.3%."
From the city of calgary website:
http://content.calgary.ca/CCA/City+H...er+Capital.htm
"Volunteer Calgary announced today that Calgary is Canada's volunteer capital, with more than double the national volunteer rate of 27 per cent. According to an Ipsos-Reid survey conducted on behalf of Volunteer Calgary, more than 71 per cent of Calgarians volunteered their time during the past 12 months to make our community a better place."
Pretty big difference in those stats...
