Can I use a Canadian USD account with Paypal?

I'm having no luck navigating Paypal's poorly designed help feature which is even worse for Canadian users.

Does anybody know if it's possible for me to add a Canadian Bank Account that is a USD account to Paypal and therefore avoid Paypal using their more expensive exchange rates/fees when I move money in and out?

IE: I have a USD account with the Royal Bank and I want to link this up with Paypal Canada. Will it think it's a CAD $ account and try to convert or can it deal with the money purely in USD?

I have had to call them a number of times and they are pretty good and the wait isnt long.
