I can see why this is in place; especially for private deals. It could happen that let's say Redvan sells me a car. I take that car, pull out the engine and put a faulty one in its place. I then tell him that the engine is bad, and because he's just an average guy; he doesn't have the resources available to tell him if the engine has been replaced.
Whenever I buy a used car- from a dealer or not, I always get a mechanic I trust to inspect it. There's been a number of cars that I threw away $50 on for the inspection; but who knows how much money I would have been out on some of the lemons I've looked at that were dressed up like oranges.
