looking for new computer.

Anyone have any advice?

Looking to spend minimal capital(0-600$) but could spend more if anyone thinks a higher level model is worth it. All I need it for is internet and maybe some games like Civ 4.

Considering my needs, what do you recommend?

For a computer to run that game, I doubt you would have to spend over your cap there. Any box computer should be able to run Civ and certainly handle the net no problem. If you intend to expand past that game, you may want to spend a few more bucks. Most out of the box puters use onboard graphics/sound/LAN which are not as good as dedicated cards. If you are not a serious gamer, you will get all you need for $600, perhaps less.

If you're willing to try and put a system together yourself (or get a buddy to do it), you could try Sharkyextreme. They have guides for putting together your own high-end or budget gaming system.
