Here's why this one particular hostage was killed:

South Korea is there at the request of the United Nations which in turn was asked for help by the elected government of Afghanistan. NATO is also there at the request of the United Nations.
South Korea had already announced the withdrawal of its troops by year-end, before the unlawful kidnapping of its citizens by terrorists.
Therefore there appears to be no purpose other than terror to the kidnapping and killing of these unarmed foreign civilians . . . . . . OR, most likely these civilians were kidnapped for the age old reason of ransom rather than a purely political agenda and most likely they were targetted because foreign governments in the past have paid ransom and appear to be giving incentive for the practice to continue.
Lastly, government's aren't responsible for their private citizens doing something unendorsed and patently stupid in a foreign land. In South Korea, these missionaries have come under heavy criticism since their abduction:
