UFAs released
Teams are starting to release UFAs that they will not be re-signing
Please note, these cannot be signed until after the official free agency starts (July 1st tentative date)
They will then be part of the UFA system as outlined in the rules.

If a GM releases any player that has years remaining on his contract it will have a fine associated.

Correct, if the player has the term "RFA" or "UFA" beside his name there will be no fine.

RFA Offer sheets / UFA process will start on July 1st. League will clarify the process when it gets closer.

I think you should just be able to use the release player feature on your roster page.

If this question is in regards to "offer sheets" that will not start till July 1st.
