Novel concept, but has that weird dominatrix, fetish undertone to it.
What's next? "Fiftiestown", where men are always right and the women are subservient and only cook, clean and do their marital requirements? or "Euro Women's Town" based in Amsterdam or Berlin?
Like Hesla said, this is something one would expect from the Japanese.

Actually that would be interesting. I think it would almost be the opposite because then every girl would be on a level playing field and would have to do something out of the ordinary to get the guys attention...
