Wouldn't a team just wait until he is on waviers and then Claim him. There is a risk you will not get him but it still cost the GM nothing and can then take up talks with the NEW GM.

Sure they can. But if a team doesnt want to chance it they would pony up now. I don't really care either way. Not like I will get a lot for him anyways.
