A court in China's southern boomtown of Shenzhen has fined a couple 780,000 yuan ($94,250) and sealed off their house for having more than one child, the Beijing Morning Post said Monday.

China getting tough with their population crisis?

One ok, two or more you pay!

Further to this:

China, the world’s most populous nation, is facing a serious shortage of women. Official statistics show that in 2002, for every 100 newborn girls, there were 117 boys born. If this trend continues, China will have up to 40 million more men than women by 2020.

Demographic experts warn that the shortage of women in China will pose serious problems for the country if the trend is not halted. The surplus of men may trigger crimes as rape, prostitution, the abduction of women and mercenary marriages. They also emphasise that the current trend of aborting girls can be physically and emotionally stressful for women.

That might be true in certain area's of China Captain, but not all.
IT's getting more and more common now for middle class people to have 2 children.
The law now is, if both parents are only children, then they are allowed to have 2 children.
This law is slightly different than most in China, in that it's actually enforced most of the time, however the way it's enforced varies, often there is a fine, or in poorer area's the Child can't go to school or things like that. But in bigger cities with people who are Chinese style middle class (don't own a car, but make enough money to be comfterbal) having a second child is doable. (as long as the government/judge doesn't feel the need to crack down that day.)
or for intrests sake, in China, to be a judge, you go to judge school in University.

Getting tough?

No - getting tough is dragging the woman into the hospital with the doctor preparing a syringe of poison to jam into the Babies head before it takes its first breath.

After it takes its first breath it would be defined as living, therefore murder.

Population Control should be on EVERY countries agenda right now, because earths population is growing at a mind boggling rate. There is not an infinite amount of resources available out there and with more people there is less available land. It is also scary to think that some of these overpopulated countries are in the process of industrializing, which will up the pollution, messing with the environment worse than it is. Somethings gotta give.
