So after conditioning stunt are they actually going to play him? Miranov hasn’t looked bad since coming back. Hanely was quite steady with weager. I still see him behind those 2.
Signing Barrie was always weird considering the volume of RH d-men already on this roster.
I feel like the thinking was, they really had no idea how these guys would do with increased minutes, for a full season (i.e. Pachal, Bean, Miromanov, Bahl, Hanley), so they got some veteran experience just in case. To their surprise all of them outplayed Barrie except for Hanley and Miromanov, so they found him a spot in the press box instead. No harm, no foul and actually good to have a backup plan, just in case, I think.

I assume that a player doesn't have to clear waivers for a conditioning stint? If so, is there a level of proof required for the league to allow a conditioning assignment? Can the flames just go like "Yeah Barrie just had too much turkey, now he's gotta work it off, trust us"?

The player still takes up a spot on the roster and continues to count against the team's cap, so I don't think the league really cares. He's not injured or on IR during this time, so it really is just to get him into some game action.
The maximum length of a conditioning loan is 14 days, so I suspect they'll put him on waivers just before the 4 Nations break starts, hoping he goes unclaimed because of the break.
