As per usual ...
1. Rank the prospects as you like. Upside, chances, or trade value

Current pick in bold. It came down to Jamieson or Laing. Went with Jamieson by only a small margin, mostly due to his physical play.
Upon further reflection, I had to move Nikolayev into the C group. He needs to show he can do something at the AHL level this year before he moves into washout territory.

Ignatjew probably gets a lot of playing time in the AHL this year. Him and Cooley will be the goalies, and while Cooley is more experienced, they will be mandated to give the younger guy starts. Could be a David Rittich type

still think Okhotiuk is being harshly punished here - the guy is a 2nd rounder who has played NHL games in each of the last 3 years

If we were ranking prospects based on how good they are today, the list would be very different. But we are ranking them based on how likely they are to be impact players for the Flames. Okhotiuk is a fine player I am sure, but the odds of him joining the Flames is very low.

There are multiple variables on which we are ranking them. The main ones are probably A) ceiling/potential, and B) likelihood of being an NHLer. But there are other reasons as well, it isn't a one-dimensional list.
Also, just going by your criterion, the odds of any of the remaining players being 'impact players for the Flames' is very low.

Okhotiuk was a swing and a miss imo. Sure, he has NHL experience but he gave the puck away too often and was one of the few D on any team I watched who would get beat cleanly on one on ones. I'd be surprised if he ever returned to the NHL.

The thing about Okhotiuk in those games is that he sucked the entire time.

A lot of 21-22 year old defensemen suck. The ones that don't, aren't prospects any more.
Also, I find it funny that many fans think it's worse to suck in the NHL than to not be able to make an NHL roster in the first place.

Okhotiuk didn’t look great after the Flames acquired him, but that is only a small part of his overall body of work. We shouldn’t write him off based on a small sample size. I think given his age, there is still a lot of potential there.

The opportunity here is limited at his current level of play and he likely spend the majority of the season in the AHL if not the whole season. Even there he's mid on the depth chart. He can make more money in the KHL while still trying to develop his game. If his game improves to where he deserves a spot, I'm sure he'll be back.
