What you are asking about is literally called...'dog spray'. Though I suppose if you want to refine the search, 'anti-dog spray' or 'dog repellant spray' would work best.
It's available at pretty much the same places you'd find bear spray.

You’re only gonna get your dog too using any kind of spray and you’re then escalating situations dramatically. It doesn’t matter if a dog should be off leash or not you go around macing peoples dogs you’re inevitably gonna get your ass beat. Just start screaming “LEASH YOUR F’N DOG!!!” at people. It’ll be just as effective

Dogs should be on leashes unless at an off-leash park so I get the concern for your dog. However spraying oncoming dogs seems like a terrible idea bound to get you in a fight or arrested.

Yeah, too many lunatics out. I don't have anything against spraying an aggressive dog that is off leash and approaches you. People have a right to walk in public without having someone else's animal harassing you or invading your space. Spraying dogs, even if justified, sounds like something that could get you in a lot of trouble though.
One solution might just be to have bylaw on speed dial and the second there is an issue, just call them right away. Don't engage the owner, just call the local authority and hopefully they deal with it.

To answer the OP, this seems far to risky to ever want to employ such a measure. You likely would end up on the Calgary subreddit listed as a an animal abuser or worse absolutely get your a** kicked in by some crazy dog owner.

In fairness to the OP, I ####ing hate when people don't have their dogs on leash. That includes school fields and natural areas in communities.
Off leash areas are the only public space that dog's should be off leash

So you aren't legally allowed to have a cat even at a park if the cat is tethered? A lot of cat owners don't bother leash training them, but I have seen it and it seems relatively harmless. I totally get not allowing cats to roam though.

I don’t have much to add on the spray but I definitely thought this was a Sliver thread.
I don’t go to off leash dog parks after some bad experiences with improperly trained dogs and ####ty owners.

We leash trained our cat as a kitten, worked great. She won't go for much of a walk as she is always distracted, but it is nice for her to be outside with us, since we spend so much time out there. Plus she eats the cabbage moths for us, so they don't eat our vegetables.
