The vent pipe for the dryer is cold to the touch. Best I can figure that's the cause.
Am I better off installing a draft blocker, or insulating the vent pipe? Or maybe both?

I think the things I have seen done are:
1. Install angled plastic vent cover with slats that allows the air to come out from dryer easily, but not as easily from outside to vent. I've seen quite a few missing those angled plastic slats in the past.
2. An additional vent deflector cover that usually curves down at a 90 degree angle. It kinda protects those flimsy plastic slats from being blown in and flexed etc.
