Smart. I'm surprised some of the shallower teams didn't offer him a contract. Frankly, he has the skills and the work ethic as a 2nd line guy. Sometimes he floats, but a lot of teams can use him as a skilled bottom two line guy. At league minimum it's a steal as he'll likely get minimum 20 goals.
He was very good with the Leafs last year. I think the Leafs wanted to bring him back but I bet he was looking for more years or money so the Leafs moved on. It looks like other teams weren't willing to give him much so that's why he signed this. If he plays for the Coyotes like he played for the Leafs last year this is a great deal for them.

How good could he have been if he couldn’t get a better offer from the leafs than this? Isn’t this league min?

It is league minimum. I wouldn't be a bit surprised if the Leafs did offer him a better deal, but he said no… and wound up having to settle for a PTO + league minimum deal because by then, all the teams with money had already spent it.
