TRADE: Tampa has traded C Mitchell Stephens to Detroit for a 2022 6th round pick
This is a sneaky good trade for an up and coming center.

No doubt. If you are going to trade picks for other teams prospects, trade with Tampa. They know how to develop them properly.
Actually surprised at the low cost.

He looked good in the playoffs. Even with limited minutes. Seems like a guy who would have stepped in to be the next Killorn/Gourde

Tampa desperately needs players who can contribute at league minimum. So the fact that they are giving him away for nothing speaks volumes about what they think of him.

Stephens now has to clear waivers to be sent to the AHL.
Tampa moving him because they thought they might lose him on waivers for nothing.
Yzerman drafted Stephens (he even traded up to grab him) and Detroit probably one of the few places in the league that keeps him on the NHL roster without waiving him.

They obviously, have been drafting quite low the past few years, however, who was their last significant draftee that they developed and has played any significant number of games for them? Looks like Cirelli, who was drafted in 2015. Not much since

It's difficult to judge though, because on a deep team like Tampa Bay, younger guys don't get as much of a chance as on another team. For example, in 2016, they drafted Brett Howden and Libor Hajek, who have roughly 250 games between them, but on the Rangers. They wouldn't have near that many games if they were still in Tampa.
But even so, they still have Ross Colton from that year, who played a significant role in the playoffs, but again, has only 30 games to his credit. Guys like Boris Katchouk and Taylor Raddysh most likely would have at least gotten some games in another organization.
They drafted Volkov, who had to go to Anaheim to get a chance, and Cal Foote in 2017, who surely would have more games on a team with not so deep a blueline.

Stephens is one and Yzerman just grabbed him knowing the waiver situation and the depth on the Lightning. Mathieu Joseph was a 2nd rounder in 2015, he's an NHLer, so is Ross Colton a 4th rounder from 2016.
They've also traded a lot of picks over the past 3 years as it's their contending window.
They also find a lot of good prospects and develop them well through free agency. Yanni Gourde, Marchessault, Verhaeghe. The last two were cast offs from other organizations and spent a few years in Tampa's farm, got a cup of coffee with the Lightning then got scooped up by the rival Panthers and blossomed; Panthers knew what was going on and was pro scouting the Lightning farm system.
A current guy who they picked up for free and who might "pop" like the 3 above is Alex Barre-Boulet who looks like he's ready to make the jump to the NHL. Lightning just re-signed him to a 3 year contract for peanuts.
If I were running a team, I'd station a pro scout in Syracuse just to watch the Lightning farm team exclusively and poach them.
