Far too lopsided? I don't think so.
You have to remember that even 1 extra protection slot per team completely changes the expansion landscape.
Go back and redo the expansion draft but select the 2nd best option on every team. You'll notice they go from competitive to bottom feeder real quick. Give each team two extra slots and you'll have one of the worst non-Oiler NHL teams of the last 25 years.
There is no easy answer here because they had to make the rules the same for the 30 teams losing a player. It's not like the league could limit Seattle to taking 23 guys as it would disproportionately affect some teams more than others.
So the cost of hurting everyone the same is that Seattle gets a good team out of the gate.
