If the guy will pull down his pants and **** a mannequin in the middle of a store, he's got to have some sort of sexual issues.

Yeah it's pretty obvious he's got some issues, but he rubbed his weenie on a piece of plaster. He's weird. He's not a rapist or a child molester.
If he punched the mannequin in the face, should he be charged with assault?

They aren't charging him with rape either. They're taking his samples in case his oddity becomes worse. Nothing wrong with that.

You shouldn't call someone a sex offender (and give him all the good stuff that I'm sure goes along with that nice label) if he's never actually, you know, committed a sex offense. Has he even been convicted of a crime?
The justice system shouldn't be working on the philosophy of "this guy is weird, might as well put him on the list".
Have you ever had a speeding ticket?

Well if you read the article, it does say that IF he is CONVICTED of indecent exposure, he'll be put on the list.
And no, I don't drive. Not sure what that has to do with anything though.

No, I've never been molested by a guy who started out by having sex with mannequins. Has anyone? I doubt we'd have an answer for that. And no, I've never been a little girl (although I did wear a dress for a time in the 40's).
The slippery slope argument doesn't work. Sure the guy is weird, he did a weird thing, he may be weird in the future. Does that mean his life should be ruined just in case he decides mannequins aren't enough?
A guy with a speeding ticket -- should he be placed on a list of drivers that killed people just in case?

But is a driver with speeding tickets not demerited because he is an unsafe driver? If this guy is convicted of indecent exposure, it IS a sexual offense. Other examples of indecent exposure: flashing, masturbating in public, etc. Are these too not sexual offenses? Why should we discriminate between what we think is a minor sexual offense and a major one?

Yeah a driver gets demerits. The demerits don't hang over his head for the rest of his life and his name isn't published on the internet alongside rapists and murderers and child molesters and he doesn't get denied jobs or housing because he has demerits.
Why should we discriminate between what we think is a minor sex offense and what is a major one? Gee, I don't know. Why should we differentiate between spitting on the sidewalk and bashing someone's head in with a crowbar? They are both crimes, after all.

Are they both assaults?
As a female, (and look at it from the perspective of one,) you see a guy who's obviously a sexual deviant. Should his actions ever get worse, it'd be nice to know they have a way to catch the guy. Seriously though, if the guy is convicted, he has to report that to potential employers anyways. "Oh you know, I was convicted of indecent exposure once... No sir, I wasn't having sex with my girlfriend... it was a mannequin at the Bay."
Come on! The guy is a sexual deviant. People who watch kiddy porn are on the list too, even if they've never touched a little kid. You saying because it's a 'minor' sexual offense they shouldn't be on there?

"Should his actions get worse..." doesn't cut it. You could apply that to everyone, everywhere, who has ever committed any crime.
Ever smoked a joint or had a drink? You belong on a list, because should your actions get worse, you could turn into a drug dealer, and it'd be nice to have a way to catch you when you become one. We'll tell all your neighbours and your boss that you are a drug addict just in case.
Sound fair? Obviously it does, because that is what you are advocating with this line of reasoning.
