Norway to build a massive tunnel/channel

The Norwegian government’s solution? Build a tunnel instead, the world’s first for ships.
New Atlas reports that architecture and design firm Snøhetta will blast a tunnel through a 984 foot tall hill in the peninsula. A tunnel, the Norwegian government hopes, will help make the route safer.

What surprised me is this:
The Norwegian government has allocated $272 million for the project and around 80 people will work on over a three- or four-year period.
Didn't our airport tunnel cost $400 million? We should hire these guys next time...

I think that's the engineering fees. The tunnel is 1.5 km long and has a 50 m high roof which is quite unique in tunnel construction, so I have my doubts it can be built for less than $1 billion.
I mean, feel free to find a source that confirms that is the construction cost, and I'll stand corrected. Otherwise, for a complex project like this, for consulting fees that might not be crazy.
EDIT: Clearly proven to be construction cost below. Nice.

(although that does seem unbelievably low)

I just looked up another project in Norway - a high speed rail project. 22 km, 19 km of it in a tunnel. Wikipedia says it's estimated at 20 billion NOK, which works out to $2.3 billion USD. So yeah, the $250 million for this ship tunnel actually makes sense! I stand corrected.

I love car tunnels. Norway has the longest one of the those at 15 miles long. Along with some of the other worlds longest ones. Those folks know how to build tunnels it seems.

I don't see why this is hard. The tunnel's already there...they just need to blast away all the excess material.
