Actually in Sweden's case, they can't.
In Sweden's transfer agreement with the NHL, any prospect that is not playing with the NHL (i.e. playing in the AHL or ECHL) must be offered to the Swedish national team for the WJC if the Swedes want him.
Last year Toronto did not want to give up William Nylander to the tournament but had no choice. The only loophole to this is to call up the player to the NHL and keep him there until the WJC rosters are finalized.
Not sure if this is written into any of the transfer agreements of any other country.
