not surprising. Was pretty shocked when I saw the remaining RFA list today, there's some pretty big names on it.
F Johnny Gaudreau
F Nikita Kucherov
F Rickard Rakell
D Rasmus Ristolainen
D Hampus Lindholm
D Jacob Trouba
I might be wrong, but I believe Gaudreau is the only one of those who can't be offer-sheeted ... so no surprise some teams decide to sniff around.

The issue with offer sheets is very few teams have the cap space to offer anything decent, the ones who do are typically near the bottom of the standings and have too much to lose via the draft picks. The threat of offer sheets is greatly exaggerated.

Depending on what Johnny and Bennet sign for Calgary could be in a position next year to use the offer sheet.

Least one team. The least team. Edmonton?

After paying johnny, Bennett, signing a goaltender and a few depth defensemen, there won't be enough to attempt to make a big splash,
Realistically the only teams right now that can make a big offer sheet without dumping salary elsewhere are Edmonton,Buffalo, NJ, Florida and Carolina.
And Edmonton can't because they'd screw their cap situation up for when drai and McDavid need new contracts, Buffalo is probably in the same situation with their young talent. Florida and Carolina are on budgets so they're probably out.

Wouldn't be surprised if NJ was one of the teams.

Bob McKenzie @TSNBobMcKenzie
Of remaining RFAs, I'd bet Kucherov/TB most likely to get done before NHL season opens Wed. Have to think it'll be 2 or 3 year bridge deal.

The thing I feel lots of people forget is the fact that the player has to actually sign it.

If there was a stalemate in the contract talk with Gaudreau, it'd be an interesting move to sign Risto (or one of the others)... then deal Johnnie for a package much greater than the Offer Sheet return.
Of course, this would only happen if BT knew he just couldn't get JG signed, which is unlikely... that'd be a real interesting shake-up though... especially if he was dealt to the team that refused to sign the Offer Sheet

Looks like this is moot now:
Bob McKenzie @TSNBobMcKenzie
Negotiations intensifying between TB and Nikita Kucherov. Not yet a "done deal," but it's likely Kucherov will be in TB opener on Thurs.

This should set the bar for Gaudreau. Similar player and production but can be offer sheeted.

Really? There are people who believe you only have to present a contract to the player and you get them whether they sign it or not? That's pretty dumb.
The fact is, most RFA offersheets just by their nature have to been such huge over payments that most players will sign them if at the very least, just to get their current team to match it.
