Default Clarification re. waiver rule

Folks,
One of the weird wrinkles in the sim is that ratings tend to shift around. We don't entirely understand why, as the individual attributes don't change, but OVRs can move a point or two.
This makes our re-entry waiver rule a little difficult.

As a reminder this is the rule

RECALL WAIVERS
You must recall any player that is at or above the recall threshold by July 22. Otherwise they go on waivers when being recalled. For 2016/2017 those thresholds are 68 for F/D and 72 for goalies.

So you'll notice in the roster file that some players that were 67s are now 68s and some players that were 68s are now 67s.

To simplify, for the purpose of recall waivers, the source of record and rating we use is as they were originally posted in the original re-rate spreadsheet found here:
