I'll also go with the over, I see Jones potentially making it and Tkachuk going back to junior. Higgins is done at this point.
I don't think Grossmann has a lot left at this point.

Grossmann was a pretty good defender in years past. Haven't watched much of him recently though. Might be a Smid replacement if they opt not to have Wotherspoon in that 7th D-man role if he struggles in camp.

They need good players.
Grossmann isn't one. I would be very surprised if Kulak or Wotherspoon couldn't outplay him for a spot.
Though, camp competition is always good, and it broadens Treliving's network of contacts and friends.

Grossmann isn't terrible, but he's not an upgrade on anyone either. Competition in camp. That's something that Treliving has said he wants at all time...competition for jobs. Keeping a solid level of competition forces young players to raise their level, and veterans to keep their work ethic honest. You reward someone who comes out of nowhere to impress (Jooris). There is zero downside to doing this.
I will say, I'm a little more intrigued about this PTO over the Higgins and Jones PTOs.
