Policies like this are often excuses to harass certain people for some other reasons.
I noticed that the woman who's picture is in the example is not covering her head. Maybe she's "troublesome", and this is a way to show her (and some others) their place?

I can just see some Egyptian Union guy muttering "We like our woman as property and hot"
When was the last time anyone saw an old, fat, unattractive woman waitress at Earls, Moxies, Cowboys, Joey's etc.? Ever? I cannot recall one encounter. They are all young, slim and beautiful. When was the last time anyone saw an old, fat, unattractive female news anchor in Canada or US? While it is not officially decreed here, being beautiful by societal current norms, is an acceptable TV appearance standard by the society. In this particular example, Egypt was by far ahead of the western media policies by already employing fat unattractive women as anchors to begin with.
Take it one step further, just for a debate sake: if a movie/sitcom script calls for a young, slim, attractive female cast character, can a casting director be accused and found guilty of discriminating against fat and unattractive women wanting the role? Does the script itself become unconstitutional in this instance?
