The concerns are understandable, but it still kind of sucks.
I still wouldn't rule out relocation at some point though. Despite the low Canadian dollar, it's still not a bad safety net to some teams/cities.

I really hoped they'd get two new teams in at the same time so that the league doesn't have to go through yet another expansion draft in a few years. Too bad, but I get the concerns of the league.

Waiting for the inevitable "Bettman hates Canada" comment.
The way I see it, Canada has 8 viable hockey markets with teams in 7 of them. Unfortunately for Quebec it just wasn't in the cards this time. I do believe they will eventually get a team, but they didn't lose out this time due to some vendetta against Canada.
