Speaking at the annual meeting of elementary school teachers yesterday, Mr. Kennedy said more than 32 per cent of Ontario's secondary school students -- 48,000 students -- dropped out during the 2003-2004 school year. In comparison, in 1999, the year the province introduced a new curriculum phasing out Grade 13, he said the dropout rate was 22 per cent.
"I guess overall we would say 22 per cent (in 1999) wasn't unacceptable and 32 per cent is utterly unacceptable," Mr. Kennedy said yesterday.

I'd guess that before hand most of the dropouts were between gread 12 and 13. It says they are phasing out grade 13, does that mean it still exists? If it's still around, maybe more people are ditching it because they know it won't be around later.

Grade 13 has already been phased out. I think the last group to go through grade 13 was either last year or the year before. So 13 is done. I just wish they had scrapped it before I had to go through it. It was completely useless, but you had to do it, particularly if you wanted to go to university.
