There is a store on 17th called Rocket (or something similar) that advertises that they have thousands of ugly Christmas sweaters. That may be the one that Fozzie is referring to. Probably your best bet in the downtown area.

There's a Christmas store past Chinook mall (MacCloud Trail South) that have them. I think they have them around $25
It's outside your location, but it's not that far away either.

I bought one off of a lady on Kijiji for $45 earlier this week (she's in the deep SW tho). I wore it on the weekend and have no use for it anymore so if you're interested I'd be happy to sell it. It's a men's Large. I'm a medium so it was a little big, but it did the trick.
