Default PDF editor suggestions not needed

I would like to be able to edit a PDF by adding text on a keyboard (or numbers obviously) but also by drawing on it with a slate like the surface pro. Can anyone make suggestions? I tried windows reader and I hate the fullscreen

There are tons of PDF creators out there for free, but I was under the impression to edit an already created .pdf required the full version of Acrobat

I'm kind of stuck between what I want really. I have an existing word document that has fields that I want to maintain so I can easily input dates and names and phone numbers, then at the end I want to be able to have people sign the bottom of the document with my stylus. As it is now I have to complete all the fields, then open it with a draw program. Have them sign it, and save as a PDF. I guess what I actually may want is a word processing program that will let me export to PDF and use a stylus

Bluebeam revu is great. More powerful and cheaper than acrobat.
