NHL dropped the ball on this one.
I think they should institute a cumulative suspension feature. For every suspension you get you also have to serve the number of games that you had previously been suspended for. Maybe then players will think. Or a minimum suspension length of 10 games for the smallest infraction and up from there. Be better than what they have now

Definitely should have been substantially more. The issue that I heard (as per TSN Sportscenter) was that with the new CBA agreement. The new agreement no longer considers Matt Cooke to be a repeat offender (regardless of 5 previous suspensions). Take that for what it's worth...

People act like the NHL can do whatever they want. They have to work in the bounds of the CBA. Decisions are subject to arbitration. They are also accountable to an ownership group that doesn't want their players suspended.
The NHL PA and ownership need to start focusing more on the injured player and less on protecting the rights of the player who committed the infraction. But until they do the hands of the NHL is tied.

Not for what Cooke did. Not in the playoffs.
I am all for throwing the book at the guy. I don't want him in the game. I think it's sickening that Pittsburgh of all teams defended him (Karma?!?). But I fans are making it sound much simpler than it is.

Torres got 25 games in the playoffs
Sure it was a headshot, but this should be treated equally. Cooke's a repeat offender who is intentionally injuring opposing players
This will look very bad on the NHL if Minnesota stays in the playoffs and Cooke comes back and hurts another player
