Would these obvious political reasons be "They don't have a deep enough talent pool to put together a team made from only NHL players?"
I guess I'm of the opinion that most anyone in the NHL is better than KHL players, with few exceptions (Radulov, Kovalchuk). Leaving Semin off is a head scratcher.

There's only 13 Russian d-men, 6 Russian goalies, and 12 Russian forwards in the NHL right now and only the top 3 or 4 of each group is any good.
