I don't think there is much you can do unless its actual harassment. Best suggestion would be to only pick up calls from numbers that you know.

The calls come in as spoken text messages. Hard to kinda ignore this style of harrasment. As i only have a landline.

Who is your phone carrier? You should be able to block the numbers. If you're with Shaw, you can block up to 30 numbers.

I am with Telus , I will block it , but what else can be done? as it seems some people are pretty "sick" and "disturbing"

Phone and talk with a Telus rep - they should be able to guide you on what exactly you should do.
In the meantime, here is how you can utilize 'Call Trace' with Telus.
When we were still with them, they changed our number for free, because it was one digit off for a car rental place in Calgary and we couldn't get people to stop calling us inquiring about rentals. So they switched it for us. I'm not sure if they'd charge you to change it or not, but even if they do, it might be money well spent. Then just be careful about who gets to have that number, I guess.

Quite the different situation. You were getting phonecalls accidentally from random people looking to rent a car. He's, apparently, getting sick and disturbing harassing phone calls from an individual.
I think talking to the police is a better option. At best the messages weren't meant for NinePack or a terrible joke. Or they are aimed at NinePack and he's about to have an encounter with this guy:

I am a guy who has a sense of humour and had numerous jokes like this. These call texts are above and beyond anything thats a joke to me. Its no accident either as names are involved that i know. Just weird/disturbing.

Seriously call the police. If someone is stalking/harassing you they need to know. They take it very seriously (in my experience at least) and they'll open a file. They will investigate who it is, you can go the route of a restraining order, etc.
My experience also with Telus (mobility) is that they do not block numbers. If someone is harassing you, you have to change your number. I didn't change my number because I felt like at least I knew how much my stalker was trying to contact me, vs. changing my number and him showing up with no warning.
I'm sorry this is happening to you.
