It's just to show that this base (and the army in general hopefully) is accepting of people in their position.
If there wasn't a time when they were ridiculed, ostracized, and even harmed or killed for their very being, they wouldn't need to take measures to show pride in standing up for their rights. As well, I'm sure a lot of the straight people in the base feel the same way. They WANT to show that they stand with their brothers in arms in their battle against prejudice the same way they stand with them when fighting overseas.
As society becomes more accepting, movements like this slow down or even die out cause they are simply not needed anymore. You don't hear about women asking for the vote anymore do you?
Sexism and racism may be bad examples, cause examples of those still exist. But in their worst forms, a lot of the big issues in these have gone, and you don't see people mobilizing for them the same way anymore.

I love September Pride. It rains ridiculously in June and September is usually much nicer. Having to hold an umbrella makes it much more difficult to hold my booze.
I also didn't like having our Pride a week after Edmonton's.

I went to Pride last year, with my daughter, for the first time. What a scream. Had so much fun. Hoping to have the rest of the family with us this year.

Ask the thousands (or tens of thousands) of LGBTQ service members in the Canadian military if raising a Pride flag at a military base is a non-event.
