I didn't know there are phones that can be used on Wind/Mobilicity and on Telus/Bell/Rogers.

Yup, there are. It's all about having the right parts for different frequencies. The Nexus 4 is a pentaband phone, it works with a plethora of frequencies, including all of the ones in Canada.
